Its UNESCO-inscribed terrace clusters span several municipalities and remain among the clearest examples of how Indigenous engineering turned steep mountain landscapes into places of settlement and food.

Its location between the Ilocos lowlands and the Cordillera interior has long made it a meeting point between different communities, with Ilocano settlements existing alongside the many Itneg or Tingguian groups whose traditions remain an important part of the province today.
