Cole confronts Joseph Bertrand III after the assault on Fort Philippe, forcing the Militia leader to reveal his true nature. The battle escalates when Bertrand unleashes his monstrous Conduit form, confirming that his anti-Conduit rhetoric was nothing more than hypocrisy. After a brutal fight through the burning remains of the fort, Cole defeats Bertrand, finally removing one of the city’s most dangerous and manipulative threats.

With Bertrand gone, attention turns to Flood Town, a quarantined district overwhelmed by plague, corruption, and hostile forces. Cole works to restore power to the area, reactivating substations and pushing back enemies as he brings electricity back to the submerged streets. Powering up the district not only stabilizes the region but opens new ground for the fight ahead.

As Flood Town comes back online, Cole strengthens his foothold in New Marais and prepares for the next stage of the conflict. With the Militia fractured and the Beast still looming, the war for the city enters a new phase.
