In the late 1800's the Oregon coast was just beginning to be settled and there were NO roads. Pioneers used the beach as a "road" to travel north & south delivering goods and passengers to the various settlements. South of Cannon Beach the land jutted out into the water making passage around the point only doable at low tide. As the population grew so did traffic creating a problem. So, using whatever tools they had the pioneers chiseled out a narrow, primitive road around the point. The road was used until the early 1930's. Now the road is primarily used by walkers and hikers... at low tide!
