The effects in this video can be achieved with a number of different plugins as Formant Shifting, Ring Modulation and Delay are fairly generic effects. You can get an even go one step further by adding a Bitcrusher for that crunchy lofi 90s video game sound.
For Formant Shifting, I used Little AlterBoy by Soundtoys which can be found here on their website.

The other FX, Effector and Fruity Delay 3, are stock plugins of FL Studio which you can download here:

Check out decino's analysis on the Icon of Sin here with exactly same techniques used in that video for the Icon of Sin voice. Of course for that video I spent more time spent perfecting all the individual settings along with a bitcrusher effect.
