Login to ecobee.com
Choose Settings
Choose Preferences
Choose Cool Set Point Range (or Heat Set Point Range in the winter)
Use your mouse to change the upper and lower limits
Click the x in the upper right to exit this menu and you'll see the new setting immediately on the left.
