You don't need to build a top-down shooter from scratch. You just need to combine two systems you already have, and let a couple of design choices carry the rest.
This tutorial answers a real customer request: how to add a shooting system to a character that already uses input-aligned movement. Instead of coding one giant "shooter" class, the smarter move is to integrate two independent gameplay elements, Facing-Locked Shooting and Input-Aligned Movement, and recognize that a top-down shooter is really just those two systems plus two design decisions: the Instant Fire Attack and the Unrestricted Primary Fire, neither of which needs any extra code.
