Yes this is legit. All you need is to get 99 bars of exp just once, and you can max out every stat no problem. WAY better than the method in the video I uploaded yesterday.
The one thing I forgot to mention is that when you jump down from the checkpoint after storing your goal ring, you need to use a Spinning Needle Attack (Dash, Jump, Heavy attack) to land without triggering the goal ring.
Also controlling camera-facing Sonic is quite hard at first, but if you make subtle movements in the downwards direction it gets easy pretty fast. The hardest part about this is not accidentally jumping, or confirming an Exit (either with confirm or cancel while already on the Exit option).
