The Green Screen Preview on Sony Vegas Pro happens when the encoding of the video is faulty. Sometimes, this can happen when you copy a Quicktime Player created .mov file onto a Windows Laptop.
For my example, my faulty green screen preview happens when I copy the .mov file from my Mac to my Windows laptop. I fix the issue by using Handbrake.
Handbrake:

After installing Handbrake (Open Source Video Transcoder), I can convert the .mov file into a newly reencoded .mp4 file with the same dimensions. The quality may be a very miniscule amount of less quality.
Source, open file. Set destination of the .mp4. Optional, Check large file size or web optimized. Start.
Check if the file works in Sony Vegas! Should be good! Other people have told me downloading Quicktime Player works as well, but it doesn't not always!
