This video will show you how to add a local account in Windows 10, basically how to add an account in Windows 10 without a Microsoft account.
First, go to the start menu, and choose settings. In the settings window, choose the account option.
Next, click on Family and Other Users on the left. There will be an option here that says Add someone else to this PC. After selecting this option, a new window will pop up, asking fro an email address. To add a local account instead, click the I don't have this persons sign in information.
The next window will try to get you to create a new Microsoft Account. Instead, click the Add a user without a Microsoft account option at the bottom.
In the next window you will get to choose a username and optionally a password, and then you can hit ok to create the user.
This will create a standard user account. If you want the new account to be a Windows 10 administrator, then in the Family and other users window, click on the new account you created, click change account type, and then select administrator from the dropdown and hit ok.
