As well as collecting route charges on behalf of States – fees covering the cost of air navigation services (ANS) provided during a flight in controlled airspace (see our recent video explainer) – EUROCONTROL also offers billing and collection services for two other types of charges: terminal navigation charges (TNC) and communication charges (CC), which are both expertly collected and distributed through the CRCO, EUROCONTROL’s Central Route Charges Office.
Both are fees paid by airspace users & are used to
- fund the air traffic control (ATC) and navigation services provided in the vicinity of an airport, particularly in the arrival and departure phases of a flight (TNC)
- fund communication services provided to airspace users over oceanic areas (CC).
Through 18 bilateral TNC agreements and 1 CC agreement, EUROCONTROL’s CRCO calculates, invoices, collects and distributes around €1 billion every year from TNC and CC generated by over 4 million flights a year – which complements the CRCO’s work in collecting and distributing €13.2 billion in route charges generated by 11.1 million flights (all 2025 figures).
In conjunction, these activities play an important part in reducing the administrative burden for States when looking to fund the cost of providing European ANS. As with route charges, CRCO delivers TNC/CC billing and collection services with a consistently high recovery rate of almost 100% and, thanks to its ability to leverage the systems, processes and teams in place to manage the route charges system, is able to provide all of that at marginal cost.
