This shows how I made the one handed spears that behave like a staff. I start off by creating a projectile for the staff. Originally I used the model for crossbow bolts (small enough that you don't notice it during the attack animation), but after making this video I noticed that on the PS4 it was causing crashes during the kill cam. I later found an "empty projectile" that worked without crashes. There are a few things I changed for the projectile, such as Range, Collision Radius and Sound.
After that create a magic effect that uses this projectile. Pay attention to the various stats in that window because staff enchantments might not work if some things are done wrong.
Next apply this effect to an enchantment and put the enchantment on a weapon. I forgot to show this but the weapon has to have the animation type set as staff.
