So I pretty much made a copy of the Voice of the Emperor ability with some tweaks. To find the ability go to the spells section of the kit and click on the name tab at the top to sort by the spell name. Now scroll down to Voice of the Emperor. The ID name of the spell is PowerImperialPacify.
The name of the effect it's using is RaceImperialPacify. From there I make changes for a new effect. I type in a different description and remove a target condition, which I think made it so that Voice of the Emperor only worked on humanoid characters. Also made the casting sound silent because of an issue where sound was drowned out when I cast the spell and removed the explosion because it would cause items to go flying around the place. Don't forget to change the ID name or you will be changing the original effect instead of making a new one.
Once you have done that, change the effect for your new spell to whatever you named the new one. You can also change the magnitude (how powerful the spell is) and the duration (how long it lasts). I forgot to do this in the video, but I changed the spell from a power to a lesser power.
