California has faced water shortages for decades, with strict federal limits on how much water can be pumped from the Sacramento–San Joaquin Delta. Most of the state’s water flows through this system before reaching Central Valley farms and cities in Southern California.

Under Executive Order 14181, the Central Valley Project may release an additional 130,000 to 180,000 acre-feet of water each year, about a 5% increase for farmers. Supporters say it could bring relief to agriculture, while critics warn it may impact fisheries, ecosystems, and Delta communities.
