Independent journalist Kevin Dahlgren investigates the homeless situation in San Francisco's Tenderloin and Mission neighborhoods. "The entire time I've been on the Tenderloin, I have interacted with hundreds of homeless people," explains Dahlgren. "I have yet to encounter one outreach worker."
