Independent journalist Kevin Dahlgren discovers just how far law and order have deteriorated in San Francisco. Grocery store security guards stand by helplessly while people grab items from the shelves and calmly walk out the door without paying. Many of these people then sell these items on the black market to fund their drug addiction.
