This is a self help guide to removing the rogue HDD Defragmenter. Instructions are below.
0. Open your web browser
1. If you cannot open your browser, register the program using product key 0973467457475070215340537432225 (thanks to Xylibox/Xylitol). This will not remove the infection, however, it will allow you to run programs.
2. Download and run Rkill using one of the following links:

download.bleepingcomputer.com/grinler/iExplore.exe
3. Download and install Malwarebytes' Anti-Malware from one of the following links:
malwarebytes.org/mbam-download.php
bleepingcomputer.com/download/anti-virus/malwarebytes-anti-malware
download.bleepingcomputer.com/malwarebytes/mbam-setup.exe
4. Update MBAM
5. Run a Quick Scan (or a full scan if you prefer)
6. Reboot
