FAO DEVS, issue I've been dealing with since the game was updated soon after release, all drivers rolled back much further beyond alyx release date to eliminate the nvidia steam vr bug in new drivers
same hardware as on release day where I had no issues on my first play through, half way through second play through the game was updated and added smooth turning, there was a micro stutter introduced with that and I presume its the same thing that's carried over with every update since, they had another update to address the game crashing when collecting grenades, that introduced hand jitter, that was later fixed but again the micro stutter and performance issue shown was still present.
game is fully upto date, windows 10 fresh install with just oculus and steam installed, no overclocking or monitoring programs, no nvidia experience, it's literally just half life alyx causing the cpu late starts.
many people reporting the same thing across various hardware and headsets, all from the same early game updates, this isn't nvidia or intel, oculus or steam vr specific.
