Primeape is a Fighting type, making it weak to Psychic and Flying. It can use Focus Punch, which is no worry if your Pokémon isn't asleep and has a decent level of Speed. It also has Rock Slide, which isn't too much of a problem.
Poliwrath is weak against Electric, Grass, Flying, and Psychic moves. It can use Focus Punch, often after Hypnosis. It can also use Surf, which may deal with your starter, and Body Slam, which can Paralyze. You'll need a decent amount of Speed unless you have a powerful Grass/Electric/Flying/Psychic move, preferably with a same-type bonus, to OHKO it.
Recommendations: Pidgeotto/Pidgeot/Spearow/Fearow at Lv. 30+, Kadabra or Alakazam at Lv. 30+, and your starter at Lv. 33+.
After defeating Chuck, you'll get the Storm Badge, your fifth badge, which allows you to use HM02 Fly out of battle (although we don't have it). You'll also get TM01 (Focus Punch). Focus Punch, in my opinion, isn't a good move. Yes, it is powerful, but odds are that you'll be hit before using it.
