The first item that you need is the Bandit Combat Journal that is bought for 150 Bandit Crests and 10 silver form the Bandit Crest Collector near the entrance of the Silverwastes.
Then you can get all but the 3 underwater weapons from the Karma Trader (Equipment Trader) in the WvW.
Note: The lower the level you buy them the cheaper they will be, this is mostly for those that want karma for karma to gold or obsidian shards which now you can also easily get them from lost bandit chests in Silverwastes. I got like 50 from 150 chests :)
The underwater weapons can be acquired by finding it or crafting it (cheap way) or buying it from trade post (costly way)
To craft them you need 125 in Weaponsmith to make a spear, Huntsman to make a Harpoon Gun, Artificer to make a Trident
Then also buy not craft because its more cheaper the Iron Spear Head and Large Soft Haft for Spear. Soft Harpoon and Soft Rifle Stock for Harpoon Gun. Iron Trident Head and Soft Trident Shaft for Trident.
Also 45 (15 each x 3 times) tier 2 fine crafting materials like Bone Shard for example and also 6 (2 needed for 1 inscription) Iron Plated Dowel.
You must also know/learn the Iron Imbued Inscriptions from a master craftsman that are bought with karma

After you get them all you will get these rewards 3 Achievement Points, Magic Find Booster, 20 slot bag, 1 Gold, Exotic Luck ( gives 500 luck points) and also a Bandit Supplies which when opened you get 5 Bandit Skeleton Keys and some other random things.
