To craft the Adventurer's Mantle for the Heavy , Medium or Light Armour type you need to have 400 Armoursmithing for Heavy. 400 Leatherworking for Medium or 400 Tailorworking for Light types.

I am also showing the which parts can be colored.

Even when the event ends you can still craft this, but with the problem that the price might scale when the event ends.
