During the Great Depression many songwriters composed songs to encourage people, and offer hope for better times ahead. This song would probably fit into this category. Set in country/rural life, the shepherd is perhaps an allegory for a leader to bring the people (sheep) back home to comfort, loved ones and happiness. Is this a spiritual shepherd to lead and protect the helpless, or a political leader who would return a troubled nation back to prosperity? Note that this song was published about two years before FDR's New Deal. Unfortunately I have been unable to find the complete lyrics for this song and have to rely only on Carmen Lombardo's chorus.
