It's time to take the final Empire Site, which will be 30/30, which means all vehicles that spawn outside the Sites, will be BP/PP. This Site was unobtainable, until this mission, where you finally be able to take it from the Bikers and claim it as your own.
If during your playthrough, have obtained a drugs business before this mission, you'll receive extra percentage from doing so, but you won't get that extra percentage, if you pass this mission, then decide to take over all 30 sites, along with building one of each business type, a high roller. With the extra percentage, you won't need to pass the side mission Sky Wolf, which is unlocked after the final mission, so after the final mission, you'd already be at 100%.
In fact, any side mission can be skipped, provided that you have a drugs business before this mission. For example, you could complete all side missions available, except for Air Rescue, and still receive 100%.
