You can't stop the beat.
In the After Hours singleplayer mod, If you spawn a vehicle such as an Oppressor MK II, or enemies, nightclub NPCs will continue dancing as if nothing was happening. Nightclub NPCs, from the patrons to the DJs to the dancers, will also not be harmed by vehicles or gunfire, though you can still push patrons around.
If you have Simple Trainer active (but not the After Hours mod), you can whip out your weapons in the nightclub, causing the DJs and dancers to start running on a treadmill. There won't be any patrons around, though.

Another attempt at creating a cel-shaded Meet the Heavy video. Unlike my first attempt, no lighting or lightwarps were used on the Heavy Weapons Guy. The background, though, is lighted and I used layer masks to place the non-lightwarped Heavy on top the background. This video also compares the lightwarped and non-lightwarped cel-shading techniques.
Given the lack of prominent shadows, Meet the Heavy was probably not the best video to showcase non-lightwarped cel-shading. Nevertheless, compared to the lightwarp version, the non-lightwarped version in my opinion is much more cartoonish looking. I think this effect looks best on the Heavys arms.
