This is originaly unobtainable at all, since you can't get mafia members on roof of the Los Santos Tower. But, with the little help of the spawner - you can do just that!

When downloading the mod - chose the "download archive with files", since autoinstaller makes some trash in GTA:SA folder.
Press CTRL + 1 to spawn ballas members
It doesn't matter if this is Ballas or Mafia members, since capturing can be done if you kill any enemy gang member.
