You need to get Pro level and G-Class car (classic cars). To get a paint shop - complete the "Around The Crater" race.
The version of the game I'm playing is NATAN Edition, which includes 1600+ cars (install all the patches to not get any crashes, when you first open the game - it will crash, but don't worry - the second time it plays normal as for the other times):
