This happens only in the mission Up up and Away!
Follow the steps carefully
Step 1 - Get the jetpack either by going to the airstrip or by cheats.
Step 2 - Fly to the yellow point on the radar and kill all the guards. Then get to the red marker WITH THE JETPACK. Stand on the red marker. Then follow step 3.
Step 3 - Press and hold the key that will asend the jetpack. By default it is the "Space" key. Then keep on pressing the enter/exit vehicle key (by default it is the "f" or "enter" key.) Do this for sometime and you will get a minigun with unlimited ammo.
