Ray is sure that his current partner is a rat, thus telling Claude to get rid of him. The guy is in his boat, fishing near the light house on Portland Rock. We need a police boat (Predator), either the one docked in Callahan Point or the one in Newport, then shoot Ray's partner boat. You can either blow up the boat or damage it enough to force the guy to abandon it on the beach and run off. Either way, kill the guy and mission is passed.
Ray's partner boat is Unique Ghost. That vehicle is only obtainable on Definitive Editon, original PS4, and emulated PS2 (PCSX2). Lethal Vaccine made a video of obtaining the boat that will be linked down the description. Any other version crashes the game when saving the boat in the garage on Staunton and open the door. So unless you are in these specific versions I mentioned above, DO NOT store that thing or you will lose the garage permanently.
