This is a fairly decent use for an Upgrade Jump / air-run, since normally this autoscroller would take around 50 seconds even if you do the small Shield Jump time save at the end.
Starting air-run from ground level is not good enough. The sides of the lift have some invisible wall that blocks Kratos' air movement, probably to make fighting the harpies a bit more manageable on a moving platform. Fortunately, there's a tiny bit of walkable collision on top of the lift that you can use as a starting point.
The next level past the rope isn't loaded properly at the moment, but things will get fixed if you just open Pause-menu and wait.
I suppose using the platform above the lift might offer a few second time save even in NG+, since that way you are able to start the Shield Jump and reach the rope sooner than before.
