I did this so that I can get both RMS and Steve Ballmer to kick my ass at the same time.
This is just basically a frankenstein monster using Windows 7 kernel without the Windows tools except basic services, no explorer, nothing... and cygwin and cygwin-ports added to boot directly into MATE. It starts slow because cygwin is a steaming pile of API translations, and this is just a Pentium 4 @ 3.06 GHz.
