This is a doujin game released at Comiket 82 last year by Project YNP (who I think also made AliBat, the Rozen Maiden based fighting game) that is based off the anime series Future GPX Cyber Formula (which got a very under the radar release in the US if I remember right).
The anime focused on a futuristic grand prix consisting of transforming F1 cars, and this game is a VERY accurate simulation of those races. You can do what normal F1 cars can: accelerate, brake, change gears, etc. but your car can also transform into an "aero" mode and activate its boosters to speed up on straight sections of the track! The game also has some REALLY nice graphics and effects like sparks flying up and the brake rotors glowing red when you slam on the brakes. You can also level up by doing time attacks and championship races and get trophies...and I bet there are some new cars to unlock too. Each car even has its own HUD! VERY polished and fun game.
