Here's a popular strategy for this contract, originally devised by somebody else. I don't know who to credit, so many different people have done this same thing. I guess it's the popular meta.
A trick is used here that I don't think I've ever used on video before, that being the open carry of a pistol in order to hide the sniper rifle on my back. Carrying a sniper rifle in the open gets you more attention from NPCs than a pistol does, but the game prioritizes the gun in your hand when calculating it, so with a pistol out the sniper rifle is effectively hidden and you get more time to run past people in public unnoticed with your arsenal.

Normal Story playthrough of TimeSplitters, a classic PS2 first-person shooter game on PS5.
Funny thing, for a long while I didnt know how to change the settings in this game, so I played with inverted camera and weapon auto change on and had a hard time with it. I beat the game and did all the challenges and even started recording a playthrough like that, until in the middle of recording I accidentally switched over to the settings page while reading the briefing.
I got so used to playing with inverted camera that I had to replay the game a couple of times from start to finish with the normal controls in order to reset my brain before I started recording this playthrough from scratch.
