When HQ captures Talon, Dr. Claw is left to find a new second in command. Malicious, Penny’s Best Frienemy, is determined to prove herself worthy of the job—by capturing Inspector Gadget! Back at HQ, Penny quietly steams that she wasn’t the one to catch Talon. The Gadget gang head out to track down Claw’s new number two, and come across a MAD Lair in downtown Metro City. Gadget meets Mal, who claims to be a real estate agent for the property. She offers to give Gadget a tour…straight to a jail cell! Penny’s horrified that her frienemy is her new enemy, and enlists Talon’s help to catch Mal and save Gadget. Mal triumphantly calls Claw to show him her capture, but before Claw arrives, Gadget tunnels away…straight to the lair’s TNT storage room. Hot on his trail, Mal manages to corner Penny in the TNT room, but Talon takes Mal down. He’s the only one allowed to beat Penny! Penny and Talon nearly arrest Mal, when Gadget comes careening over with his jetpack, lighting TNT fuses as he goes. Penny and Brain grab onto Gadget and they fly to safety, while Mal and Talon are caught in the blast. Talon flies away with his rocket boots, thanking Penny for destroying his competition and breaking him out of HQ. Penny finally arrests Mal amid the rubble, but since she’s Penny’s frienemy, she’ll only go to medium security prison. // Dr. Claw sends Talon to Stonehenge on the day of planetary alignment, in order to capture powerful cosmic rays. The cosmic energy will grant him powers, which Claw wants to take over the world…and impress people at parties. Quimby sends Gadget to stop MAD, warning that the cosmic energy could turn people into otherworldly beings. The Gadget gang arrive at Stonehenge to find Talon nearly finished collecting the cosmic rays in his Collecticator. Penny tackles Talon and the device malfunctions, hitting Talon and Penny with the rays, and blasting Gadget and Brain to a faraway pasture. Gadget comes across a sheep and, believing it to be Penny transformed by the rays, tries to capture it. The sheep isn’t Penny…but it has gained powers from the blast, making for an epic sheep chase! Back at Stonehenge, Penny and Talon are delighted to realize they now are invincible and can fly. They battle their way across the world, before Talon realizes he can put his powers to real use and destroy HQ. But when Penny thwarts Talon in a superpowered showdown in Metro City, he heads back to Stonehenge to finish collecting the rays and power up even more. Before he can, Gadget comes rocketing from his battle with his “niece” the sheep, knocking over Stonehenge and smashing the Collecticator. It explodes and Penny and Talon lose their powers. Quimby congratulates Gadget for keeping the cosmic powers out of MAD’s hands! Now, Penny, on the matter of paying for the damages to Metro City….
