This is the VS Rewrite Round 2 mod on the mobile port of FNF. While the mod itself is just an MP4 video playing in front of a chart, the video being low quality somehow fits since Rewrite is set in the Classic Sonic era on the Sega Genesis, where the screen resolution is lower. The chart from the original mod is also surprisingly very fun to play on mobile.
