This is the VS Rewrite Round 2 mod on the V-Slice/Base Game port of FNF. While the mod itself is just an MP4 video playing in front of a chart, the video being low quality somehow fits since Rewrite is set in the Classic Sonic era on the Sega Genesis, where the screen resolution is lower.
