My favorite heat transfer vinyl (purpose: make felt metallic, glittered, etc) is by Siser, I prefer the Easy Weed when I can find it, although not all colors/finishes are available in Easy Weed.
I do not have or use any of the proprietary machines sold with it, which I think are for detailed cutting. If you're just making some glitter felt, all you need is a regular iron.

You could also make a pin disk or any other type of object: I used Soie Surfine 2080 to attach the threadwinder to the base satin.
