The City of Phoenix released disciplinary records for former Phoenix police officers Antonio Felix and Luis Vasquez, Jr., who were fired and arrested following a violent traffic stop on August 5. Investigators say the former officers used excessive force, deployed a Taser dozens of times on a man and a woman, repeatedly punched the man in the face, failed to activate their body-worn cameras, and failed to report the incident. Both face several charges, including kidnapping and aggravated assault.
Personnel files show that both former officers had prior disciplinary actions during their tenures, which spanned eight years for one officer and nine years for the other. Vasquez was involved in a 2025 shooting that was found to be within policy, but he was disciplined that same year for failing to activate his body-worn camera during a collision investigation, received supervisory counseling for four missed court appearances, and earned 14 commendations between 2019 and 2026.
Felix was disciplined in 2018 for failing to notify a training officer after punching a suspect three times in the head, failed to complete a report on a theft call in 2025, and had a pending case involving a missing juvenile report when terminated, alongside five commendations between 2020 and 2022.
Current investigations are examining whether any warning signs were missed, while the Phoenix Police Department conducts a review of former police reports, body-worn camera footage, and community interactions for both officers and their precincts.
