Cliff must be a Mage. He needs to have learned Arrow. He needs at least 18 Power to one-shot with a critical. At least 16 speed will let him double with Arrow. An Angel Ring will help him get stats, as well as a better crit rate. The Bandits in the first cave have a small chance of dropping one (.014%).
