Previously, the party spoke with Headmaster Cid after defeating Garden Master NORG. Then, they came across a ship of Sorceress Edea's SeeDs. Squall tracked down Ellone so she could leave with them. Afterwards, Balamb Garden "arrived" at Fishermans Horizon. Cid assigned Squall to explore the town and apologize to the mayor. After leaving the Garden, Squall's party met the Master Fisherman. While exploring Fishermans Horizon, they did the first part of the Master Fisherman's quest by checking on his pupil, the Fisherkid. Now, the party will go visit the mayor in the middle of town.
