This isn't difficult. Just annoying and luck reliant. Lapis Laser and Arm Grab are instant death, and he's got a more than 50% chance of opening the battle with either one of them. At most, I had 8 attempts in a row where this happened. I think the known record is 11. He can use two regular attacks per turn and Vincent can survive three at most, so Barrier and the lowest battle speed are a must.

Why Vincent? Because he's got the best magical potential. His Supershot SC gives a +54 magic bonus, the second highest in the game after Red's Spring Gun Clip at 55. This is found in the Ancient Forest, so I had to breed a green chocobo to get it. With the Wizard Bracelet and Circlet for another 50, Magic Plus at level 2 and some heavy green materia to boost it even more, I was able to get his magic stat up to 155. Not bad at level 7. The most important thing about getting your magic stat up as much as possible isn't the damage, but the healing. This is one of those battles where every turn counts, and especially at the beginning, so I set myself up with HP Absorb to get as much HP as possible back from every attack. You get 10% of the damage you deal, so when you can deal more than 3000 damage, that covers more than half your HP and roughly three of his attacks through Barrier.

As for the strategy, start with Barrier. I filled up my limit bar so that I would get the next turn as quickly as possible. Now, depending on your HP, either use Bolt3 to heal or start draining his MP with Magic Hammer. You only have to use it twice, so if you're lucky with his attacks, like I was here, you can do both before you even have to heal. Some times, he'll just stand there like a dork and not attack at all. After you've drained his MP and healed up, it's time to cast Trine. You need to attack the arms once each to reduce the chance of Arm Grab from 1/16 to 1/128. Just be aware that it likes to miss, so hope at least both of the arms get hit. Once that's done, you're pretty much safe, but there's always a tiny chance of Arm Grab or a nasty double critical combo. You also have to use another Light Curtain, so hope your Barrier doesn't run out at a bad time.
