New test with the FF7 pc cd version. The Steam version doesn't do this.
Here on a semi modern computer, Windows XP sp3 32 bits, i5 3470 (3.6 Ghz), Geforce 6800 (drivers 81.85), Yamaha XG 744. Vsync is off.
I thought the cpu mattered the most but actually it's all about how fast frames render, that's why vsync is off. In computers from 1997, graphics cards ran some calculations on the cpu so people thought the bike minigame was cpu sensitive, but it's more about how fast the graphics card can render frames. If you have vsync on, the speed depends on the refresh rate. The snowboard minigame and roller coaster also behave the same.
Compared to my previous test, this one has the same cpu but graphics run in hardware with proper drivers (although the video card is older). The older test ran at 250 fps with software rendering while this one runs at 1100 fps in hardware mode.
