Anthony Minervino took his son fishing Saturday afternoon along the Genesee River.
As they were making their way toward the Driving Park Bridge, near Maplewood Park, they came across something just a few feet from the shoreline.
"I noticed a pretty heavy gauge black plastic garbage bag off to the left side of the path, sort of wedged in between the path and a large upright rock," Minervino said.
At first, he didn't think much of it.
"There tends to be a lot of garbage that collects down in that area, all through the forest actually, as you make your way down the hill," he said.
"But then, I noticed that there were a few openings in the garbage bag and noticed what appeared to be fur, a beige-colored fur of some kind," he added.
At first glance, he thought it might be a deer.
"Upon closer inspection, I was like, 'Oh, that actually might be a dog'," Minervino said.
"When you come across that, you just wonder how someone could be so depraved," he added.
Lollypop Farm said it is aware of the report, but it was unable to retrieve the animal due to the terrain and concerns for safety.
"It wasn't really that hidden that anyone who walks along that path would see it," Minervino said. "It wasn't out of sight."
