Family Shocked After Police Arrest Him On Party Boat @DonnyRapture

On June 28, 2024, at approximately 6:30 p.m., Officers from the Florida Fish and Wildlife Conservation Commission were conducting a marked vessel patrol on the east side of Crab Island in Destin, Florida, within Okaloosa County. The officers on patrol included Officer Steven Ates, Officer Ashley Pritchard, and Officer Theodore Mursch.
During the patrol, a 2012 Pontoon vessel with registration FL5908BH was observed being operated by an individual identified as a Louisiana resident. The operator was found to be violating the idle speed zone. A safety stop was conducted, during which the officers observed signs of impairment from the operator.
Field sobriety tasks were administered, and based on training, experience, and personal observations, the officers determined that the individual was in actual physical control of the vessel while under the influence of alcohol and/or a chemical substance to the extent that normal faculties were impaired.
At 7:05 p.m., the operator was read the implied consent notice from a prepared text and declined to provide a breath sample. As a result, no breath alcohol concentration (BAC) sample was recorded, and the refusal was documented.
The individual was subsequently charged with the relevant citations and transported to the Okaloosa County Jail without further incident.

On March 23, 2024, multiple Florida Fish and Wildlife Conservation Commission (FWC) officers were conducting water patrol at Silver Glen, Silver Glen Run, and Lake George, in Marion, Lake, and Volusia counties. Due to a Spring Break event taking place, there was a heavy public and law enforcement presence on the water. At approximately 1840 hours, an FWC lieutenant and an officer conducted a vessel stop on a 21-foot Pro-Line cabin boat with a Florida registration number to perform a safety inspection. The vessel had three occupants on board: one adult male, one adult female, and a minor. When the officers stopped the vessel, the adult female and the minor had been taking turns operating it. During the stop and safety inspection, the officers observed and noted several signs of impairment from the adult male occupant, including slurred speech, bloodshot watery eyes, difficulty maintaining balance, and rapid changes in mood and emotions. The officers concluded the inspection and allowed the vessel to continue its voyage, as the current operator, the adult female, was not suspected of impairment. As the vessel continued leaving Silver Glen Run and entered Lake George, now in Volusia County, additional FWC officers maintained visual observation of the vessel. Based on training and experience, it is common practice for individuals to swap vessel operators. Moments after the initial vessel stop, the adult male was observed taking control of the vessel, moving behind the wheel, and manipulating the throttle. At approximately 1900 hours, two FWC officers conducted a second vessel stop based on probable cause statements given by the officers from the initial stop, referencing the observed signs of impairment from the adult male, now operating the vessel. Emergency lights were activated, and the horn was used to get the operator’s attention. The stop was conducted on Lake George, just outside of Astor in Volusia County. Upon making contact with the operator, the officers observed signs of impairment, including bloodshot watery eyes, a dazed look, difficulty maintaining balance, and the odor commonly associated with an alcoholic beverage. The officers explained the reason for stopping the vessel again, citing observations from the previous stop and current observations. The operator was informed that an evaluation was necessary to determine impairment and was asked to consent to a series of Seated Standardized Field Sobriety Tasks (SFSTs) to assess whether he was safe to operate the vessel. The individual boarded the FWC patrol vessel and consented to the SFSTs. Based on training, experience, the individuals performance on the SFSTs, and the totality of the circumstances, probable cause was found to place the individual under arrest for boating under the influence with normal faculties impaired. The vessel was left in the care and control of the adult female occupant, identified as the individuals spouse, who showed no signs of impairment. The individual was transported by FWC patrol vessel to the Butler Street Boat Ramp/Astor Sheriffs Office (SO) substation docks in Astor. At the substation, the individual was asked to provide a breath sample but refused. The Implied Consent Warning was formally read at approximately 2016 hours. The individual refused to answer yes or no to the request and instructed the officer to read the form again after it had already been read. The form was read again, but the individual continued to refuse to respond. The officer advised that silence would be taken as a refusal to provide a breath sample and issued a Notice of Civil Penalty for the refusal. Aside from making statements about knowing their rights, the individual remained silent. At the Astor SO Substation, the individual was turned over to the Volusia County Sheriffs Office for transport to Volusia County Jail. The individual was booked for operating a vessel with normal faculties impaired and was also issued a civil infraction for refusal to submit to a lawful breath or urine test. $Man Talks Himself Into Arrest After Police Catch Him Using Ocean As Toilet Body Cam Video - On February 10, 2025, officers with the Florida Fish and Wildlife Conservation Commission (FWC) were conducting boating safety and fisheries inspections at Douglas Crane Boat Ramp. Around 3:40 p.m., a white vessel named Nauti Blue was observed violating the slow speed zone while entering the ramp area. The operator, wearing jeans and a blue flannel shirt, was accompanied by a male passenger in a brown sweater who was seen urinating off the side of the vessel. Once the vessel was beached near the ramp, officers approached to address both violations. The vessel’s Florida registration was confirmed, and the operator identified himself. He stated he was picking up a friend and a juvenile for a fishing trip. During contact with the operator, officers noted multiple indicators of impairment: slurred speech, dry mouth, glassy eyes, strong odor of alcohol, hyperactivity, mood swings, and difficulty maintaining balance despite the vessel being stationary. The operator was also forgetful and repeatedly asked why he was stopped. While citations were being prepared, the operator approached the patrol vehicle multiple times, asking to speed up the process and showing signs of agitation. He referenced fine amounts without being prompted and made unrelated remarks when asked basic questions. When asked to perform Seated Field Sobriety Tasks (SFSTs), he initially agreed but became increasingly uncooperative, making irrational statements and refusing to sit as instructed. He alternated between cooperating and refusing, expressing paranoia, referencing past encounters, and accusing the officer of targeting him. Multiple attempts were made to explain the purpose of SFSTs and encourage compliance. The operator ultimately refused to perform the tasks. Based on observed indicators and the officer’s experience and certification as a Drug Recognition Expert, it was determined that his normal faculties were impaired. He was arrested at approximately 4:16 p.m. for Boating Under the Influence (BUI). Following the arrest, the odor of alcohol became stronger inside the patrol vehicle. The operator continued yelling and displayed erratic behavior. He refused both breath and urine tests after being read the Implied Consent Warnings. Documentation of his refusals was provided, and empty beer cans were found aboard the vessel, documented via photographs. The vessel was left anchored near the ramp with a sober contact standing by until a responsible party arrived to retrieve it. The operator was transported to the St. Johns County Jail. During transport, he again made comments about past encounters and claimed the low tide was the reason for speeding. Officers reminded him that operating a vessel while impaired is illegal, regardless of other factors. The operator was read his Miranda Rights and chose not to speak further. He was booked for operating a vessel while impaired and issued infractions for refusal to submit to chemical testing and for expired registration, along with two warnings for speed zone violation and lacking a registration certificate. An assisting officer noted that after the initial stop, the passenger’s public urination was clearly visible to the county park. The operator became loud and aggressive during the stop, shifting between respectful and irate behavior. When asked to perform SFSTs, he gave numerous excuses and referenced a prior occasion when an officer had allegedly let him go despite worse behavior. After being secured in the patrol vehicle, he continued yelling, and another officer noted a strong alcohol odor upon checking on him. The operator was transported without further incident.
