Lessons Learned:

1. Evaluate adoption potential scenarios by applying economic feasibility analysis methods that account for lifecycle costs, policy incentives, and fuel-specific considerations to determine optimal electrification strategies that advance health, safety and welfare outcomes for low-to-moderate-income households.
2. Assess climate impact uncertainties using multiple Social Cost of Carbon methodologies and uncertainty bounds to determine how monetizing climate externalities transforms retrofit economics and justifies subsidy levels beyond current federal provisions.
3. Quantify public health benefits of residential electrification by utilizing reduced complexity models (RCMs) and concentration-response functions to monetize avoided damages from criteria air pollutants, demonstrating how electrification improvements protect community health, safety and welfare through reduced emissions.
4. Design fuel-specific policy interventions by analyzing adoption potential trends across natural gas, fuel oil, propane, and electric resistance systems to develop targeted approaches that maximize program effectiveness while prioritizing health, safety and welfare considerations for vulnerable populations.

Speaker:

Jordan Joseph was raised in Pittsburgh affordable housing by a single mother of five, with his family benefiting from energy assistance programs like LIHEAP—experiences that gave him firsthand knowledge of energy poverty and now drive his research on equitable energy efficiency retrofits. After earning scholarships to pursue Engineering Science and Public Health at Saint Vincent College, he was able to participate in a Sustainable Development Studies program in Costa Rica and Panama, and conduct multi-year research with a community health NGO in rural Guatemala on High-Impact Household Improvement (HIHI) program initiatives. Joseph then pursued a doctoral degree in Civil and Environmental Engineering at Carnegie Mellon University, where he developed the Trade-off Analysis of Residential Retrofits for Energy Equity (TARE) model using open-source software and publicly available databases. His work examines the impact of equitable home energy efficiency retrofits on financial feasibility, climate change impacts, and public health impact outcomes in historically underserved neighborhoods, leveraging his technical expertise as a certified Rewiring America Electric Coach and Passive House Tradesperson, combined with practical experience in presenting to diverse audiences. Joseph has designed and delivered guest lectures on Engineering and Social Justice to graduate classes, undergraduate courses, and high school students. He has also presented his research to academic and industry groups, including the CMU Center for Climate and Energy Decision Making, the Carnegie Mellon Electricity Industry Center Advisory Committee, and the INFORMS Annual Meeting, where he co-chaired a session on residential energy equity. Most recently, Joseph partnered with Pittsburgh Gateways Corporation to present on equitable building electrification to local government officials, energy professionals, utilities, and nonprofit organizations. By integrating modeling methods, contractor expertise, and community engagement, Joseph aims to accelerate technical assistance to disadvantaged communities and enhance the quality of life for residents in low-to-moderate-income housing.
