This skips lowering the first staircase in Koopa Bros. Fortress, and also the fight that was required in order to make the switch appear. What you do is fall off the top stair, immediately press up and into the stair to get OoB, and then switch to holding down to respawn down below. It's rather easy.
It works because the collision for the railing at the bottom of the stairs extends only to the 2nd-highest stair. You can jump off the stairs at any time though -- the collision for the railing is 1-sided. By landing on it so close to the stairs, it pushes me into them instead of away from them.

This only saves time in a log skip route because the stairs will be triggered down as soon as you enter the next room. You get upstairs by being under the ground behind the doors on the upper floor. It's faster to get behind the door on the other side of the room from the one shown in that video.
