I assume that this will also work for the PS2 and PC version :)

Step 1: Activate the Unlimited Mass cheat

Step 2: Get the cops attention

Step 3: Get into the cop car that is chacing you without killing the driver

Step 4: Get out of the cop car and get into any other car and the cop will get back into the cop car that has unlimited mass.
