Relief aid can be distributed to communities affected by civil contingencies in the form of material assistance such as food or blankets, or cash and voucher assistance (CVA). CVA is currently distributed physically as cash or as vouchers. Given the time sensitive nature of a civil emergency, CVA should be (i) fast; (ii) direct - no middle men; (iii) safe; (iv) low cost; and (v) immediate. In this presentation, I show how the XRP Ledger, which ticks the boxes of the desiderata for bulk distribution of CVA relief aid, can be used to distribute CVA by using stablecoins and a WhatsApp wallet linked to the receivers mobile phone number.
In addition, I carry out a demonstration of the Mandla Money bulk payments web platform which utilises the XRP Ledger to create bulk payment transactions to multiple recipients at the click of a button, and provided end-to-end traceability.
