The characteristics of a pickup is defined not only by the magnet but also by the type and the gauge of the copper wire and the amount of turns. And if Magnets, wire and turns are well-matched you end up with a good pickup.
And of cause there are a lot of bad pickups out there especialy on budget guitares where the factory did not so much care about the sound but about saving money.
But for the most part it all comes down to personal preference. While some prefere a warm sounding pickup others will tell you treble is King.
