Overall tl;dr - I don't think one is strictly better than the other, they have different strengths and is pretty well balanced.
Zack tl;dr - Just because Snow released, doesn't mean Zack was somehow made weaker. He is still strong and probably the strongest tank damage output wise.
Snow only outdamages Zack with EX in summon and against 2 and more enemies. However Zack is restricted by the fact that he needs enemy to target him for max damage, and that he can lose quite a bit of power to debuffs. It is a fair trade off for his level of damage output.
