Overall tl;dr - I don't think one is strictly better than the other, they have different strengths and is pretty well balanced.
Snow tl;dr - Snow is the more defensive tank, his damage potential is lower than Zack's, but in turn is also more flexible in where he can be used. Just having the 20% party HP damage reduction and battery on skill 1 allows for a good cushion against AoE attacks. While I wouldn't rely on Snow to do major BRV shaving, he is there so the boss cannot amass huge amount of BRV in the first place.
