One of Shadow's main weakness is his speed. He is simply way too fast. Mine already has all the standalone speed passives removed and still he gets a ton of turns. This becomes problematic the moment that he is unable to do 9999 per hit, his damage efficiency takes a hit and he has almost no utility to make up for it. To further compound the issue, his HP+ attack is on the weaker side, so in order to do respectable damage he has to spam his skills. And thanks to his Speed, he burns through them quite fast.
The result is thus, while he is very good for single boss fights, he will end up taking a lot of turns on non-boss waves in attempt to conserve his burst, which sorts of evens out in a sense.
You can see in this fight where, despite both Shadow and Setzer constantly dealing 9999 per hits to the boss, the fight still went on for quite some time and the turn requirement was rather tight.
